The report covers federal agencies’ FY 2009 compliance with the Regulatory Flexibility Act of 1980 (RFA) and Executive Order 13272. The RFA requires
agencies to review the expected impact of proposed regulations on small entities—small businesses as well as small governmental jurisdictions and small nonprofits—and to consider signifi cant alternatives that minimize these impacts. Advocacy is responsible for monitoring agency compliance with the RFA and reporting the findings to Congress and the President.
